Types of Wholesale Licenses Plenary Wholesale License Understanding the trade regulations, applications and restrictions is incumbent upon any business looking to operate as a wholesaler in New Jersey. Additionally, these licenses are responsible for any solicitors who have been issued permits to sell alcoholic beverages under one of these licenses. These types of licenses are issued and overseen by the Director of the New Jersey Division of Alcoholic Beverage Control. These licenses include State Beverage Distributor’s (“19”), Wine Wholesale (“26”), Limited Wholesale (“25”) and Plenary Wholesale (“23”). The rules pertaining to these types of licenses are enumerate under N.J.S.A. In New Jersey, alcoholic beverage licenses issued for the purpose of wholesaling or distributing alcoholic beverages to retail licensees are known as “Class B” licenses.
